State Authorization is the Federal Regulation that requires higher education institutions to obtain authorization to offer distance education courses and programs to students located in a state in which the institution offering the course is not physically located.

West Texas A&M University is a participant in the National Council for State Authorization Reciprocity Agreements (NC-SARA). Membership in NC-SARA is voluntary. It allows for a more efficient way for WTAMU to meet Federal Regulation standards so that qualified students located in other states may enroll in WTAMU’s online courses and programs. Students must be located in other NC-SARA states.  For more information about the SARA initiative and progress of state and institutional membership, please visit

If you are a student living in a state that is not a member of NC-SARA, WTAMU may have a direct agreement with your state.  For more information, please call James Andrews, Director for External Programming, at (806) 651-2701 or email
