As WTAMU’s enrollment planning and strategy leader, Garcia is responsible for driving the University’s admissions programs and for coordinating closely with the Office of Academic Affairs and the Office of Student Affairs with regard to retention programs at WTAMU.
He is responsible for providing executive leadership, definition, and organization to the division of enrollment management, and oversees instrumental campus departments including the offices of Admissions, Registrar, Financial Aid, Scholarship Services, International Students, and three federally funded programs that provide outreach to motivate and support students from disadvantaged backgrounds—College Talent Search, College Assistance Migrant Program (C.A.M.P.) and Upward Bound.
Within eighteen months of arriving at West Texas A&M University, the enrolled freshman class increased by 22% (from 960 to 1,175); during the first five years freshman applications increased by 93% (from 1,938 to 3,743) and since 2007 have increased by 142% (4,699 in Fall 2013.) Total enrollment has increased each year and undergraduate enrollments have increased by 21% (from 5,770 in 2007 to 7,008 in 2013.)
Garcia received his bachelor’s degree in English from the University of Arizona and his master’s degree in literature from the University of Houston-Clear Lake (TX).
Prior to joining West Texas A&M University, Garcia served as associate vice chancellor for enrollment services at the University of Washington Tacoma (2000 – 2007) where he directed the university’s enrollment management initiatives and assisted with publications, marketing and campus relations. During his tenure, enrollment increased from 1,600 in 2000 to 2,300 and with enrollment targets consistently met or exceeded.
His career began in 1993 at the University of Arizona as a program coordinator in the institution’s Center for Transfer Students, a unit with an emphasis in peer advising and faculty mentoring of underrepresented students. In 1996 he joined the University of Houston-Clear Lake as the assistant director of enrollment services, eventually serving as the interim director before joining the University of Washington Tacoma.
Garcia is a native of Tucson, Ariz.
